China Finance Director

Reporting Relationship

This position reports to Chief Financial and Administrative officer, Asia Pacificbased in USA. This position will work closely with BU Regional Controller based in Bangkok, China management team and BU Controllers.

 

 

Responsibilities   

        Supervises and manages the company’soverall finance and IT functions in China and Hong Kong.  Ensures the day-to-day Finance and IT Teamfunctions are performed in an efficient and effective manner.  Initiates and implements plans to maximizeuse of resources to meet operating objectives and plan.Takes the lead in setting up the appropriate financial entity andreporting structures for all China COMPANY’S businesses.

        Coordinates and directs thepreparation of the budget and financial forecasts, institutes and maintainsother planning and control procedures, including but not limited to the costaccounting system, and analyzes and reports variances.   Analyzes and interprets results from operations,highlighting significant differences from plan or forecast and makesrecommendations for operational improvements.

·        Ensures compliance with statutoryreporting requirements, COMPANY’S Corporate policies and guidelines andtranslates to US GAAP for Corporate reporting. Ensures that all financial/IT controls and policies are functioningproperly.  Oversees all tax andregulatory/compliance issues in both China and Hong Kong.

·        Manages and controls cash flow throughregular reports and forecast. Devises action plan when appropriate.  Provides supervision over bank accounts andmaintains excellent working relationship with banking institutions.

·        Coordinates and directs financialaudits ensuring proper interface with external auditors and timely completionof all audit procedures.

·        Acts as liaison with Corporate andAsia Pacific region to accomplish initiatives in China/Hong Kong as well aswork with Corporate to improve treasury, taxation, legal and informationtechnologies.

·        Hires, trains and develops a competentand effective Greater China finance team.  Provides guidance/mentoring and training to China finance/ITpersonnel by maintaining strong communicationlines and presence. Conducts formal annual performance evaluations of staff.

·        Works with the CIO to definethe IT personnel’s  annual objectives and annual performance review

·        Supports business developmentactivities in China.  Prepares and evaluatescapital expenditure projects.

·        Travels to multiple operations withinChina to provide hands on direction and management.

·        Participates in special/corporate projects asnecessary.

 

Education/Certification/Experience

An undergraduate degree in finance or accounting isrequired.  A Master’s Degree in financeor business would be an added plus.  CPAcertification is also preferred. Solid 15 years or moreexperience in variety of financial functions, primarily in a manufacturingenvironment is required.  Ideally has hadmulti-location responsibility as well as prior working experience in asubsidiary of a United States parent company

 

ProfessionalQualifications

·        Excellent working knowledge andexperience in both Chinese Accounting Standards and US GAAP.  Must be familiar with PRC Regulationsincluding Customs import/export, VAT, Factory transfers, Tax issues, Audits,& etc.

·        A seasoned, communicativeleader with executive demeanor and excellent leadership and team building andchange management skills. Strong people management skills and capable ofindependently managing a team in PRC and Hong Kong, whilereporting globally.

·        Ability to set the standard forbusiness ethics and personal business conduct; an impeccable record of honestyand integrity working as part of an international organization.

·        Excellent written and spokenEnglish and Mandarin.  Must be able towork as part of an international team.

·        Good problem solver andanalytical thinker; ability to multi-task. Broad functional experience across accounting, financial reporting,strategic planning, compliance, and tax issues. Solid experience in evaluating financial assumptions andcost-qualification.

·        Excellent interpersonal andleadership skills.

·        Excellent communication andpresentation skills.

·        Must be adaptable to flexiblework schedule to communicate with international subsidiaries.

Ability to travel up to 20%.
