PURPOSE

Summarize briefly the major function and purpose of the position.

Manages and oversees Systems, China Regional Manufacturing. This position will require the Site Manager to assume a take charge role in a facility contained within the Top Direction manufacturing plant in Shenzhen P.R.C. Top Direction will provide the hands on workforce of contracted labor. The facility presently manufactures products in the medium to light fabrication industry, with products primarily used in the industry. This senior management position provides leadership, direction and control over all aspects of regional manufacturing assets, human, facilities and material. Coordination and communication with US based managers is essential in ensuringthat all regional challenges are professionally approached and are successfully executed. A strong command of the English language, both verbal and written are thereforeof paramount importance. Travel will be required both domestically and on occasion, internationally.

 

ENTRYQUALIFICATIONS

What are the minimum qualifications an employee must have in order to perform the duties of the position?  (i.e. educational requirements, licenses, certification, work experience, training etc.)

· EDUCATION and/or EXPERIENCE:  Bachelor's degree (B. A.) from four-year college or university; Master's degree in Business or other technically related field is preferred; and five to ten years related experience in management within a manufacturing  environment; or equivalent combination of education and experience.

· LANGUAGE SKILLS: Fluent English and Cantonese, both verbal and written are critical to this position. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

· MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

· REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions.

Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

RELATIONSHIPRESPONSIBILITIES

Direct Report:

·  Engineering: Mechanical Engineer, Electrical Engineer;

·  Material: Receiving Coordinator

Indicate internal/external contacts and purpose of contacts.

·   Supervisory responsibilities will include direction, coordination, and evaluation of this unit. 

·   Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

·  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

SCOPE OF RESPONSIBILITIES/ ACCOUNTABILITY

Indicatebudget/revenue responsibility.

·  Manage daily activities of the facility, maintaining schedules, productivity, quality, material control, cost control and safety.

·  Directly supervise and lead a management team comprising of manufacturing, quality, mechanical engineering, accounting and purchasing and sourcing professionals.

·  Review accounting activities ensuring proper standards are being applied. Review and approve invoices.

·  Oversee manufacturing teams to efficiently produce products.

· In conjunction with US based managers, devise annual budgets, production forecasts, manpower requirements, growth opportunities and cost reduction objectives.

·   Formulate concise objectives for growth both in the facility and in the region.

·  The Site Manager will assist in identifying employment candidates of the highest caliber in the professional disciplines mentioned above.

·  Recommend training formats for direct reports.

·  Document performance with appraisals conducted annually.

·  Generate monthly reports, identifying organizational performance in accounting, quality, delivery, cost reduction, inventory control and safety.

·  Read and understand customer specifications for bid generation and manufacturing compliance.

·  Co-ordinate with US based Project Management teams, allowing timely communication on issues.

·  Coordinate with Top Direction Management to continually improve organizational performance. Pre-approve employee expenses.

·  Review and authorize employee expense reimbursements.

·  Developpolicies and procedures in accordance with international and regional standards.

· With the Sourcing professionals, implement aggressive regional sourcing activities. Will formulate and implement measurable safety programs, providing reports on a monthly basis. Evaluateco-manufacturing partner recommend suppliers to support specific projects. Overseedocument control.

·  Direct regional Engineering Group to improve processes, materials, and quality.

·  Ensuresthat product intellectual security is maintained.
